Does freedom of speech still exist in the Netherlands when a government official makes the following statement?

The concept or ideal of Freedom of Speech, as it is practiced, has never been absolute. This case is part of an ongoing historical struggle in establishing the limits, if any, for Freedom of Speech. I would not judge this case until the verdict has been decided, but beyond that, I would have to conclude that this indicates a RELATIVELY healthy democratic system.
